Fluorine and fluoride in water
In water, fluorine is present as dissolved fluoride ions (F−), not as elemental fluorine gas (F2). Fluoride may enter groundwater naturally from rocks and minerals; some communities also add fluoride to public water supplies under local programs.

Fluorine and fluoride are different
Elemental fluorine is extremely reactive and is not the form found in ordinary natural or drinking water. The term fluoride refers to the dissolved F− ion. Its concentration varies with local geology, groundwater conditions and water treatment. Testing is needed to determine the concentration in a particular supply.
Natural fluoride and water fluoridation
Fluoride occurs naturally in many waters, and groundwater can contain elevated levels where water has interacted with fluoride-bearing geological materials. Separately, some jurisdictions use controlled drinking-water fluoridation as a public-health measure to help reduce tooth decay. Such programs and target concentrations are policy decisions that vary by country and locality; fluoridation is not a universal drinking-water requirement.
Health context and guideline values
Fluoride can help prevent dental caries at appropriate exposure levels, while prolonged intake that is too high can increase the risk of dental fluorosis in developing teeth and, at higher exposures, skeletal fluorosis. Total exposure may come from drinking water, food and dental products. WHO’s drinking-water guideline value for fluoride is 1.5 mg/L; local standards may differ and should be checked with the relevant water authority.
Reducing excessive fluoride
Where a water analysis confirms excessive fluoride, treatment may use adsorption on activated alumina or membrane processes such as reverse osmosis. The suitable approach depends on fluoride concentration, pH, competing dissolved substances, flow, treated-water requirements and management of the residual stream or spent media. Treatment performance should be verified by testing the finished water.
